Triority .—Shiraz telegram No. 172. Beg to request that action should
not be taken on this nor reply sent to Soulat until I have had opportunity of
discussing question with Sir Arnold Wilson, Resident Director of Company,
who is expected to-morrow : I do not think section (B) expresses his views
quite correctly as I think remarks in question referred solely to Kashkuli
Khans and not to Soulat, as regards whom his view at recent meeting here was
“ that difficulty regarding Soulat could not he solved by ignoring it” but that
“ no means could at present be found for coming to an arrangement with him
and that it was not desirable at present to do so.”
Possibly in view of Soulat representations to Legation, and of the surveys
in other parts of Kashgai country which I understand Company desire to make,
Sir A Wilson may consider that time has arrived to try and make some
arrangement.
1 It seems to me that Consul, Shiraz, as officer who deals almost exclusively
with Kashgai affairs, ought certainly to be present at meeting especially as he
has made all arrangement so far; I had proposed to send Clegg for other
reasons which I am explaining to Chick, but will not now do so unless you
agree with Chick that it would be better for him not to go.
