•Enclosure 13. 1340, regarding the statements of His
Hi-hness the Prime Minister, I have the honour to reply that such matters
are’out of my competence and concern the Anglo-Persian Oil Company and
His Majesty’s Legation to whom I will cummunicate a copy.
As to the request of His Highness the Prime Minister for a copy of the
agreement with the Kashkuli Khans to be telegraphed to Tehran, on the 2nd
Rabi’ II, I received from His Majesty’s Charge D Affaires a telegram stating as
follows • “ I have communicated to the Prime Minister a copy of the English
toiktion of the Kashkuli agreement.” Therefore as His Highness is already
aware of the details of the agreement, as a Persian copy wi 1 be received by the
Legation at Tehran within a week, and as it is extremely long and will afford
the Consulate much trouble to copy and Your Imperial Highness much more
trouble to telegraph, I venture to smrgest that a reply should be sent to His-
Highness the Prime Minister to the effect that a copy can he obtained from
His Majesty’s Charge d’Affaires who will have it both in English and Persian,

Following from Wilson Begins —“ Your telegramf of December 2nd.
Status of lands in question is apparently
tEnclosure 14 . similar to that of Bakhtiari Oil Fields
which are purchased from Khans without protest by Persian Government.
Lands will not be purchased until oil is found in paying quantities and should
r ersian Government decide that they belong to State agreement will be
modified accordingly. As lands in question are uncultivated financial interests
of Persian Government are not affected.
Persian Government under article 14 accepts certain obligations, but
there is nothing in Concession to preclude Company from making its own
arrangements with de facto local authorities as only persons capable of
ensuring protection at all times and we have always done so, thereby saving
Persian Government very heavy expenditare,* 5 — Ends.
