In view of the arrangements provisionally sanctioned
in Foreign* s telegram Ko, 1208 S dated October 7th, the
Government of India have concurred in my suggesting it
would be more suitable that His Majesty*8 Consul at
Ahwaz should be the authority empowered to apply to
the High Commissioner Baghdad for military assistance
in case of emergency. According to present arrange
ments Consul at Ahwaz would have to request Vice-Consul
at Mohammerah to ask for assistance which would of course
involve delay and be rather anomalous. Consul at Ahwaz
is also of course in a better position to judge whether
situation in neighbourhood of oilfields justifies a
call for assistance or not. Do you agree?

If so I propose with your approval to instruct
His Majesty's Consular Officer at Mohammerah and Ahwaz
accordingly. Presume you will bring this change of
detail to the notice of the Foreign Office and Hi$i
Commissloner, Mesopotamia.
