iGovemment to protect it, while the deeply fanatical popu
lation of Arabistan would quickly take the cue and raise
'anarchy in their turn. The Sheikh of Mohamraerah although
owning titular control has in effect little authority and
would be powerless to guarantee the safety of Ahwaz and the
pumping stations.
I would submit that to meet these changed conditions
some al&HX&XKt adjustment of the Air Staff Plan has now
become necessary and I beg to forward my recommendations
in this respect.
I would most respectfully urge that in the first
place our policy from a Military stand-point should . be to
" by
ensure, ano^a specific guarantee if this be possible,that
(1) No movement of Persian troops to the areas shall take
place for whatever purpose without previous warning.
(2) That as the Persian Government must inevitably be-
unable to guarantee the safety oi the whole area occupied
by the Company,this warning shall allow time xor **■*!*♦
H-B.M.'s Government to transfer troops for tne prouecoion
of the Oilfields during the proposed oporatiojjs.
(3) That the Persian Government wmj greejojllow
British troops to enter this area for the purpose oi pro-
tecting British personnel and property.
By this means act's of sabotage or more serious
destruction/ would be avoided and. the financial oenefits
which accrue to all the parties cone emeu, from Am ....entity
of the fields would be preserved.
On this basis, I submit hereunder a revise, plaa,
together with copies (Appendix 11) of reports by Group
