!• Anglo-Persian Oil Company have made enquiries at Foreign
Office regarding assistance, should such a need arise.

2 « There arc tuo asprbets from which this question can be
considered (a) protection of pipe line, oilfields etc. and
(b) safeguarding the lives of British subjects if there is real
danger from uncontrolled elements in the population.
As regards the first consideration. Foreign Office have

emphasised to Tehran their objections to any British naval or
Military intervention in the present troubles and have stated that
specific approval from homo should be given before any troops are
employed.
A s regards (b) vre have informed Foreign Office we can
draw no distinction between responsibility for protection of lives
of British subjects in Arabistan and responsibility for protection
of property, but that you would no doubt, in an emergency, do
whatever was possible, for protection of life only. In giving
this opinion, we were thinking of the possibility of evacuating
British personnel.
4. Consul at Ahwaz has been instructed to repeat to you
any communication in this sense made to Tehran, but this is to save
delay and to give you time to consider possible plans, and will
only be to warn you that a request from Minister at Tehran may follow.
5. We should like to have your views as to what sort of
assistance you might be able to give either by road, river or air.
