Sir, . Tehran, March 10, 1926.
I HAVE the honour to inform you that at a recent social gathering I had the
opportunity of a long conversation with Serdar Humayun, a general in the Persian army,
who is a member of the High Military Council. The general speaks French fluently[
has received a good European education, and' has some knowledge of mechanics and
electricity. He was attached to the staff of the present Shah when His Majestv, then
Prime Minister, visited Khuzestan and the oilfields at the close of 1924.
2. The interesting part of the conversation was connected with railways; Serdar
Humayun had been on the committee formed to study the question of railway construc
tion before the Bill, on which I have reported elsewhere, was presented to the Majlis,
Whether the views he expressed to me were entirely his own or represented those of
the majority of responsible Persians I do not exactly know, but I think they are
interesting enough to report.
3. He told me the first line to be constructed would be Mohammerah-Burujird,
and thence to Tehran by one of two alternative routes, either via Hamadan and Kazvin
or vi& Sultana bad and Qum. The second line to be built would be that linking up the
first one, either from Kazvin or Tehran, with Tabriz. The third line would be
alternatively from Tehran or Qum ro Isfahan, Yezd, Kerman and Duzdab. He seemed
to take it for gi anted that construction would be entrusted to an Anglo-American
Company. He thought that the first lines to be built would be light railways in order
that some form of rail communication should exist without saddling Persia with the
expense of a standard heavy line, which could be built later on if the railway experiment
proved to be a success. With my suggestion that in that case the Persians would
be wise to construct straight away a track on which a heavy permanent way could
eventually be laid, even though it temporarily carried merely a light railway, he
entirely concurred.
4. He also enquired whether rails could not be bought more cheaply in India
than from Europe or America ; he thought that the Anglo-Persian Oil Company could
render very considerable assistance to Persia by bringing out railway material in their
tankers sailing to the
Persian Gulf

in ballast ; he even went so far as to express the
hope that the Anglo-Persian Oil Company might themselves construct a light railway
frorn the fields to Isfahan for the purpose of distributing their products in the centre of
Persia
5. It would doubtless be a mistake to base too many hopes on this expression of
opinion of a single individual, but it must be assumed that the trend of thought which
k represents actually exists, and it is very much to be hoped that it will be developed
^d carried into execution ; for it appears to me that the network of lines suggested
ov Serdar Humayun would be thoroughly congenial both to Persian and British interests.
