Sir, Gulhek, July 28, 1930.
WITH reference to my despatch No. 272 of the 17th June on the subject of the
Persian Railway, I have the honour to report that M. Roubesol, representing the
French firm of Batignolles, who had been associated with the American Company of
Ulen in the former German-American Railway Syndicate, arrived in Tehran about five
weeks ago. He has visited both the southern and northern sections of the railway,
has been politely received by the Minister of Court and Minister of Communications
and is now occupied in preparing for submission to the Persian Government an
estimate of the cost to complete the southern section.
2. M. Roubesol was at pains to inform me that in case his estimates were
accepted and a contract concluded with Batignolles to complete the southern section
the interest of Messrs. Stewart McDonnell and of the Ulen Company in the work
would remain exactly as before. He was unable to give me any indication at present
of what his estimate would amount to, but M. Dubois, who still remains in Tehran in
an endeavour to come to terms with the Persian Government about the syndicate’s
accounts, tells me that a sum of £500,000 would be amply sufficient to cover the cost
of completing both sections, i.e., in the north and in the south. When it is considered
that the Persian Government have already expended over £3 million so far on the
railway it would appear foolish on their part to refuse any reasonable offer to complete
the work.
3. Meanwhile the German firms represented in the former syndicate have
apparently come to terms with the Persian Government to complete the northern
section, although they have had the greatest difficulty with Mr. Carroll, the American
engineer who acts as adviser to the Persian Government. It may be as a result of the
universal complaints of this gentleman’s obstructive attitude that a Belgian railway
engineer has now been engaged in an advisory capacity by the Persian Government,
and is shortly expected. The Germans require before resuming work some 500,000
dollars for back payments which it is understood the Persians have in principle
consented to pay. The difficulty is to produce the dollars, as the banks have no
exchange to sell and the Shah objects to any further depletion of the gold reserve in
Europe. My German colleague told me yesterday that the Minister of Court now
proposes to export and sell sufficient silver to buy the necessary dollars, but as the
gold value of the kran, including the cost of freight and insurance, is about 110 to the
pound as against the present arbitrary rate of 60, it will require something over
900,000 tomans 10,000 Persian dinars, or a gold coin of that value. to produce 500,000 dollars.
A copy of this despatch has been sent to the Government of India.
