Secret. Shiraz. You have doubtless been informed by Foreign Office
and War Office of situation in which Sykes is placed by action of Soolet
and defection of South Persia Rifles at Zinian.
Position is still obscure and we are awaiting further report from Sykes as to
act ual extent of immediate danger, meantime C’ommander-in-Ohief has taken
steps detailed in his telegram to W ar Office No. 41977, of 29th May, which
the Government of India fully endorse. The situation is undoubtedly
grave, and we should be glad to learn whether in view of what has occurred
His Majesty’s Government contemplate any change in policy (1 j as regards
Persia general I v, (2) as regards retention of South Persia Rifles on present
lines. In this connection we woidd call attention to our telegram of Idth
October 1917.
It should further be remembered that while burden of supplying
reinforcements that the situation may demand will fall upon the Government
of India, Sykes’s Military operations remain in accordance with your
telegram No. 345G of 19th March 1917 (Army Department) under the
Minister at Teheran.
W e cannot regard as sound an arrangement by which a purely military
situation requiring military guidance is controlled by a diplomatic officer
and not by the authority responsible for the troops and maintenance.
Furthermore, you will understand that any troops sent by us to assist
Sykes must be diverted from destinations over seas.
