From Odessa it lo proposed, at any rate for the present,
to out out the Oauoaeus section of the route, owing to the great
difficult}' of maintenanoe, and to reach Constantinople via a new
cable, Odessa/Constantinople, additional to the existing one.
From Constantinople onwards it is proposed, on the
assumption that the Asia Minor section will bo available, to
follow the line of tho Baghdad Railway throughout, as far as
Baghdad, thence via Hanekin to Teheran, as previously proposed,
in order to join up with the Central Persian line. A line might
perhaps also be continued from Baghdad to Fao, to link up with
the cables of tho Indo-European Telegraph Department.
The route in its entirety, as delineatod, has many
advantages which will be apparent.
It reduces the length of cable required from about
4100 miles to 1840 miles and thereby the delay involved in
obtaining delivery of cable.
It eliminates the section of the line hitherto most
exposed to interruptions and now perhaps most liable to political
strife and transfers it to the country in which maintenance can
be readily- effected., The section Baghdad-Hanekin-Casvin should
offer no difficulty as the light railway, partly built, will
doubtless continue as a permanent feature.
Finally, it offers ono outstanding advantage often sought
by our partners in .the Cis-Indian Joint Purse, viz., the Indo-
European Telegraph Department of the
India Office

Telegraph company, and ourselves, namely the power to divert main
line traffic at Constantinople in the event of partial interruption
of, or pressure upon the route of either Company, cither side of
Constantinople, without having to divert the whole route from end
to end.

This volume contains correspondence, memoranda, reports, telegrams and minutes, regarding the importance of re-establishing telegraphic communication between India and England via the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. and Mesopotamia [Iraq] to Mediterranean ports under British control.
The papers notably cover the following: postwar reorganisation of the telegraph communication, including the rebuilding of lines, re-establishing of old routes, introducing new routes, and proposals submitted by the Indo-European Company; relations with and between the Indo-European Company, Indo-European Department and the Eastern Telegraph Company.
