13. He then asked Captain Boyes to indicate on the map at what points within
Persian territorial waters lights and buoys existed. Captain Boyes expLined the
matter, and added that the Persian coasts were still very inadequately ht and there
was probably room for at least another dozen lights. The Minister took note of this
and said it was Persia s duty to do what was necessary. I said I hoped that tW
would be no question of doing anything on a different system from that at present
m force, as my Government considered it essential that the lighting in the Gffif
should be on a unified system and, if possible, under a unified control His Highness
agreed to a unified system, and said it was for that reason he was so anxious for a
conference to take place on the subject. I hope it may be possible, if a conference
is held, to induce the Persians to agree to some sort of unified control.
14. No reference was made to the question of a new Slavery Convention and
I purposely did not raise this subject. The views of the Resident and the senior
naval officer are given m my telegram No. 79 of the 14th February
