On arrival in Bahrain his first step would be to
influence the present bhiah qadhi who is a conceited
young man of P3. if not immediately successful the
Consul would engineer an agitation for a Persian Q,adhi.
This would not be difficult for him for so lately as
Ifovember 1928 the Persian community put in a claim for the
appointment of a Persian speaking Qadhi. The Persian
Government would be careful to see that a first class
r Alim was sent to fill the post of (^adhi.
The Shi^h qadhi and his Bahraineh followers would
probably resent the arrival of the Persian ^Alim, but
undoubtedly after some experience of the superior capacity
of the Persian they would rally to his side. The Shaikhs
here stressed that the power and influence of a Shiah f Alim

over his flock, is immesurably greater than that of a Sunni

Qadhi.
Having once gained considerable influence through
the Qadhi the next activity of the Persian Consul would be
directed towards the Shiah Waqfs* These Waqls are of
considerable value in the total and their number is large,
beverai oi them could probably be traced back to the days
of the Persian occupation oi the islands. The Shaikhs
wno have sometimes been guilty of high handed treatment of
their Shiah subjects in the past do not welcome too sUs
close a •crutiny of all Shiah ?/aqxs.
6. The Shaikhs are certain that an oificially appointed
Persian Consul would claim that the
Political Agent
