ground would probably be sufficiently covered by an
undertaking by the Sheikh " to accept advice of
Resident in more important matters." The Government
of India recognise that this might have to be
coupled with an assurance of sane form of protection,
but thought that " it might be possible to present
agreement in a form free from objection attaching

action on these lines (to which, in any case, the
formal concurrence of the Imperial Departments has
still to he obtained) until the Persian claim is
disposed of, it will he well to prepare the ground
for it beforehand, and I suggest a reference to the
point in the present draft.
Second sentence of draft : The Foreign Office
agreed that the precise terms of the reference now tc
be made in the Treaty to Persian representation in
Bahrein must await the views of the Government of
India. Taimourtache had in any case resiled from
the proposal embodied in his draft (compare para.
19 of Tehran despatch 439). It seems, on the
whole, distinctly preferable to exclude this
question from the Treaty, and to deal with it as
informally as uos^ble. But we may sound the
Government of India as to this.
lilirfl s entence of draft : The Foreign Office
are anxious that the Government of India and the
political Resident A senior ranking political representative (equivalent to a Consul General) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Residency. should be asked specifically
for their views as regards the proposal in this
sentence. It will clearly be necessary to secure
in return a corresponding agreement on the part of
Persia in respect of Bahreinis in that country.
The Foreign Office concur in the reference on this
draft. ,t . r,, Laithwaite. 30 . 9 . 29 .

More specific matters covered by the volume include Persia's protests to the League of Nations over the matter, articles connected to Bahrain in new Anglo-Persian treaty negotiations, the appointment of a spokesman for Persians in Bahrain, an anti-British press campaign in Persia, and the alleged expulsion of Persian nationals from Bahrain.
