Dear Sir Robert,
I enclose a copy of Priori’s report on the Persian
communities of Bahrain.
It is moderate in tone and presents a true picture of
the situation. I have nothing to add to it, but I should
like to stress the difficulties which Tairnurtache created
by his persecution of the unfortunate Baharaneh in Mohaimnerah.
The Sunni Arab never likes the Shiah Persian, whom he
regards as a particularly unpleasant heretic. Surely even
in their own interests it was foolish for the Persians to
alienate the slight feeling in their favour on religious
grounds of the Shiah Baharaneh.
The passport policy of the Persian Government within
the Gulf is frankly absurd. The Bahrain Government naturally
retaliated and it is with difficulty thal I have prevented
further retaliation due to the narrow views of the gentleman
who has recently been appointed Persian Consul at Karachi.
The retaliatory measures imposed by Bahrain mainly
affect the Persian community, who are the chief traders
between Bahrain and Persia. The remedy lies in Persian
hands. If Taimurtache relaxes the Persian passport
regulations I am sure Bahrain will reciprocate.
I can endorse Prior’s opinion of the privileged
position of the Persians, whose interests in Bahrain itseli
are well guarded by the British

considerable importance. Before the abdication of Shaikh Isa
from active control, it was probably the only thing that kept
Persian traders in Bahrain.
