we wroce to them on 19th December last
(P. 7768/30, flagged), suggesting that at any rate at
the present time it was hardly necessary to
investigate the historical arguments in support of
the Persian claim to Bahrein which had figured m the
recent Press campaign on that subject.
The Foreign Office, in the light of further
examination, now express the considered opinion that,
should the Persian claim be referred to any form of
judicial settlement, it will be necessary for
Counsel for His Majesty’s Government to be fully
briefed in regard to the history of the islands prior
to 1783. j The questions now to be settled are, first,
whether it is worth undertaking this research at the
present stage, when there is still hope that a
peaceful settlement may be reached of the Bahrein
question which would render the research involved
unnecessary; and secondly, whether, if the answer is
in the affirmative, the Government of India could
themselves assist or would prefer to contribute to the
expenditure of £100 which the Foreign Office estimate
would be called for if a well qualified scholar in this
country were to be employed to undertake the necessary

to arbitration, it would be desirable to lose as little
time as possible in putting our case forward, and
investigations of the type involved may take some time.
