6. As regards Mr. Hoare's alternative proposal, it appears
from your letter under reply that it is doubtful if any
spectacular frontier modification in Baluchistan is possible.
At the same time, the Government of India have pointed out that
it might be possible, if considered desirable, to transfer to
Persia a comparatively small piece of uninhabited desert near
Mirjawa. The Secretary of State notes that the Government of
India would regard a mere minor frontier adjustment as in
principle unobjectionable.
7. There are perhaps certain objections to putting
forward to the Persian Government such a compromise proposal.
In the first place, if Teymourtache is once allowed to believe
that the Government of India might be prepared to agree to
frontier modification, he is likely to demand far more than they
would be prepared to accept. Secondly, he would not fail to
point out that a small piece of uninhabited desert in
Baluchistan was not to be compared with a flourishing centre
such as Bahrein, with its pearl trade and possible oil
resources. Mr. Hoare should certainly not put forward any
such suggestion unless and until he is convinced that nothing
else will bring the Persian Government to agree to abandon their
claims to the Arabian islands in the Gulf. The Secretary of
State, is, however, of the opinion that such a proposal might
have more weight in the negotiations than is suggested in your
letter under reply. He feels it might be possible to put the
suggestion to Teymourtache in a way which might strongly appeal
