It does not seem necessary to waste much time
at present over this letter from the Foreign Office.
The question of Bahrein can hardly be dealt with
separately from the general question of the negotiations:
moreover tne F.O. letter proceeds on the assumption that
we want a Treaty with Persia at all costs and are ready
to give away all the concessions we have ever offered
in connection with a general settlement (War Debt
remission, Duzdap Railway, Basidu, Sirri, transfer of
Residency

the Persian claim to Bahrein, Tamb, and Abu Musa.
’We do not agree with this assumption and have just written
to the F.O. to say so. It therefore seems unnecessary
at this stage - viz. until H.M.G. have a definite policy
on the main negotiations - to look for further avenues
of concession, as the F.O. are doing in the letter now
submitted.
Moreover the F.O. proposal for a territorial
concession on the Baluchistan frontier has little to
commend it. It was thrown out by Mr. Hoare as a
possible solution of the Bahrein question, but the idea
was quite vague and the Government of India could not
think of anything suitable . There are difficulties
connected with Kalat territory, which marches with the
frontier for a long distance. And finally there is a
joint Indo-Persian surveying party examining certain
portions of the frontier with a view to delimitation.
Some bargaining counter may arise from this survey, and
one can hardly do much to consider possible concessions
in the neighbourhood until this party has reported.
