agrees that we need not insist on such inclusion provided
that there is no question but that the notes exchanged
would form an Annexure to the I'reaty and be published
with it, and provided that the Secretary a£ State for
Foreign Affairs is satisfied that they would be accepted
as equally valid with the Treaty itself.
4* In paragraph 3 of their letter, however,
Sir Samuel iloare observes that the Lords Goimnissioners cf
the Admiralty question the desirability of recognising
formally the independence of the Sheikh of Bahrein. He
appreciates the anxiety of Their Lordships, but suggests
that it is necessary to distinguish between the practical
and formal aspects of this question. In practice, he
entirely concurs with Their Lordships in their desire to
maintain the traditional British supremacy on the Arab
side of the Gulf, not least in Bahrein in view of its
possible importance as a naval station. But this
practical object has always been achieved in the past by
means primarily of treaties with the independent rulers.
Bo far as Sir Samuel Hoare is aware the formal independence
of the Sheikhs of Bahrein is not affected by the
engagements into which they have voluntarily entered with
His Majesty 1 s Govern men t.

promises and granted certain rights to His Majesty*s
Government, and the most explicit statements to this
effect have been officially made on His Majesty* s
