Indian political opinion that Indian territory was not being
bartered for Imperial objects; and our numerous and hostile
critics would inevitably turn even an exchange of territory to
damaging use against us. It is perhaps arguable that were
Ken jam to be amalgamated in British India, matters might be
easier. But we see very strong objection on wider Imperial
grounds to establishing another Aden in the

I think you agree as to this*
I fear, therefore, that there is no hope of advance
on this basis, I might take this opportunity to add that on
the general question of policy my Secretary of State, in the
light of the report of Hoare l s latest conversations (Tehran
despatch Mo.255 of 23 May) is definitely of opinion that no
further concession can now be made to Persia, and that if a
treaty is to be concluded, it must be concluded in return for
those concessions which it has already been decided to make in
the last resort. His own view remains strongly that Hoare
should in the first place concentrate on securing our
desiderata at Henjsm, and that if the Persians are oodurate,
that the negotiations should be allowed to lapse, or adjourned
sine die . Meantime, so long as the conversations continue, our
Secretary of State hopes that Hoare will take the utmost care
to avoid anything in any aspect of his present discussions
which might compromise our case or encourage Persian hopes.
He is not quite happy aoout certain of the remarks reported in
the interview of 22 May • more particularly one which might be
read as implying that we might in any circumstances be prepared
to consider **further® compensation for Bahrein.
