The whole of the F.O. case for adopting the
course proposed by Mr. Hoare in his telegram of 30th
May seems to me so unreal as to mame one wonder at their
wishing to submit it as a practical issue to the Cabinet
at the present time. Moreover, the issue of arbitration
about Bahrein is such a narrow one. If there is need for
a Cabinet decision, it would seem better to seek it on
the wnole of the broader issue of the future course of
the negotiations with Persia. No doubt the whole of this
broad issue would cone into the discussion, but it would
seem more convenient to raise it ab initio as the
question to be decided.
For this and other reasons it seems to me
preferable that we should not co-operate with the F.O.
in drawing up a joint departmental memo, for the
Cabinet about the question of arbitration over Bahrein.
Though such a ifiemo. would merely express the divergent i
views of the two Depts. it would give the impression that)
the 1.0. as well as the F.O. considered that this narrow
issue was a proper one to bring forward for a Cabinet
decision, and that they shared at least the F.O.view
as to the substantial nature of the question. It would
seem preferable that, if the F.O.wish to bring this
narrow issue before the Cabinet, they should do so in
a memo, of their own, to which the 1.0 could reply in a
separate memo. I have discussed the point with Mr.
Laithwaite who agreed that this would be the preferable
course. There is nothing, so far as I know, in the

standing instructions for bringing business before the
Cabinet to prevent the latter course being adopted. The
instructions appear merely to lay down that memoranda
