historical statement of the Bahrein case. We have
been very reluctant to embark on this labour in the
past and have suggested that historical investigations
might wait until the urgency was rather greater.
Our reasons have been not only that such an
investigation is unlikely to be conclusive (the
Islands have been held in historical times by Persians,
Arabs, Turks and Portuguese and their history is for
considerable periods very obscure), but that we have
consistently felt that the real strength of our
position lies in an uninterrupted possession since
1783 and that it would in practice be exceedingly
difficult to justify the restoration of the Islands to
Persia merely because she held possession of them at h
remote historical period in the face of so long a
tenure by our clients. The draft reply to the
Foreign Office now put up emphasizes this argument,
and suggests that such historical researches as are
necessary in the interests of briefing our Counsel in
any discussion might wait a little longer. There is
much to be said for seeing on what historical
arguments the Persians will try to base their claim.
3. The Foreign Office are unlikely to be convinced
by what we say on the arbitration question and the
draft accepts their suggestion that the two
Departments should co-operate in preparing a memorandum
for the Cabinet setting out the
India Office
