sure, agree with us on examining them, that we have now
sufficient material for starting our own investigation
of the historical side of the question, for seeing
whether these Persian contentions are at all accurate, and
for trying to produce counter arguments from other
historical sources*
4. On the main question, we are convinced that the
time has now come to submit the whole case to some
legal opinion in this country, presumably that of the
Law Officers. Recent telegrams from Hoare e. g. his
telegrams Nos. 151 and 153 of October 12th and 15th,
show quite clearly that it will be futile to hope that
if the negotiations break down, the Persians will be
content to allow the Bahrein issue to remain indefinitely

us to arbitration and, as you know, the Foreign Office
are of opinion that they will be able to find some means
