This part of the volume consists of copies of enclosures to a despatch from the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. , Secret Department, to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. , Number 80 of 1842, dated 14 July 1842.

The enclosed papers, dated between May 1841 and July 1842, comprise minutes, correspondence and reports, and relate to the Euphrates Flotilla, a survey expedition by steam boat to determine the navigability of the Euphrates River. The correspondence is between John Pollard Willoughby, Officiating Chief Secretary to the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. ; Lieutenant Henry Blosse Lynch, Commanding the Euphrates Flotilla; Thomas Herbert Maddock, Secretary to the Government of India; Captain Robert Oliver, Superintendent of the Indian Navy; Major James Outram, Political Agent A mid-ranking political representative (equivalent to a Consul) from the diplomatic corps of the Government of India or one of its subordinate provincial governments, in charge of a Political Agency. , Scinde [Sindh]; Captain William Lowe, Commander of the East India Company's Naval Squadron in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. ; Lieutenant W B Selby, Commanding the East India Company steamer, Assyria ; Lieutenant H W Grounds, Commanding the East India Company steamer, Nimrod ; the Military Auditor General, Bombay; and the Military Board, Marine Department, Bombay.

The papers concern several matters, including:

  • Monthly reports and 'news letters' of the proceedings of the Flotilla, from April 1841 to April 1842
  • Orders for all iron steamers to proceed to Scinde to assist in the ongoing Anglo-Afghan War
  • Conflict between the crew of the Assyria and the Zobaid [Zubayd] Arabs on 22 June 1841, including a return of officers and men wounded
  • An accident that befell the Nimrod when it hit a submerged tree
  • Financial and administrative matters connected to the expedition, including expenses, allowances, and personnel.
