it in fundamental (? group omitted)s by introducing a division
of responsibility vhic'n may prove to local conditions to be
quite unsuitable and is regarded rith some doubt by Marshall.
Moreover the personal factor in this question requires, in my
opinion special consideration. Sir George MacHunn’s exceptional
capacity and power of organisation has been proved to the hilt
by the events of the last two years and by the present very
satisfactory situation on the Mesopotamia L. of C.
2. Paragraph 119 of Freeland^ report although discussing
as an ultimate aim the appointment of a D. .G.T. independent of
the I.G. of G. sums up in sub paragraph 4 with the d finite
recommendation that for the present the only change to be made
should be the addition of a technical Deputy I.G. of C. to
the I.G. of Cs Staff to co-chdinate the 3 directors at
(1 group undecipherable) of port rail-ays and inland water trans
port .
I have consulted Freeland who -agrees in and adheres to
this interpretation of his report.
Therefore I recommend that this Officer whom you are
about to appoint be a technical deputy I. G. of C. on the Staff
of the I. G. of Cn pud have no direct dealings with the deputy
0 . T, US . That D.G-T- should remain nominall Tr responsible direct
to C .IMG. but should >~e adviser for all normal matters under
I.G.-of C. as suggested by Marshall in his X.158 July 10th seems
to me a compromise which would involve dual control and consequent
