It appears to Sne to very doubtful in view of the
present situation if it is desirable to introduce the
organisation of D.G.I. into this country. To organise
it will take some time and will entail considerable
alteration in present arrangements. Active operations
having ceased the chief transportation problems will be
the moving down to Basrah of troops and stores and to
deal with those problems rocsl and military knowledge such
as the Inspector General of Communications possesses is
of more importance than technical knowledge. I therefore
suggest that Major General de Candolle and his staff should
return to England. Should you require full information

as to the route for the Ke mans hah/General de Candolle
might go over the route before returning but I should be
glad if you will indicate the future policy in respect of
this railway which will involve heavy expenditure if
continued beyond Kasrishirin, With reference to your
67842 cipher M.R.3 October 4 I suggest that the reorganisation
of Basra port should also be deferred and that the present
system should continue.
