10443. My telegram of the 14th November, 9839. General, Baghdad,
telegraphed 19th November to Chief of Imperial General Staff :—
At present I have a considerable amount of Turkish prisoner labour
available, and would therefore request permission to continue construction
of the line beyond Shoreimiyeh towards Mosul (? as regards) earthworks
only. From the Mosul end by local labour construction could also be
undertaken.”
Chief of Imperial General Staff replied 21st November : —
“ Earthworks should be discontinued as this extension is not sanctioned
from operations point of view. It is presumed that other useful employ
ment can be found for prisoners.”
Sudden decision to cease construction on this line would be regarded
locally and by officials of French Government as having political significance,
i.e., as indicating we do not^ intend to retain the control of Mosul vilayat.
Unless the latter has been [corrupt‘gfoup] ,in which case I should be glad
to receive early information, I would strongly urge continuance of work on
earthworks which can be effected more cheaply now than later on. Without
railway to Mosul, either by Mosul line or via Kifri Kirkuk Erbil it will be
almost impossible to develop and administer Mosul in harmony with rest of
Irak.
