Till reconnaissances as per your paragraph 3a completed
reliable estimates for cost of details of surveys mentioned
in your paragraph 3b cannot be worked, i-'ith officers and
staff available it will be possible to reconnoitre these
alternatives in one season in sufficient detail to decide
upon which is most promising to frame estimate for^detailed
survey of it. To allow reconnaissances to be completed
before winter it is important to receive your sanction this
month. If sanctioned railways propose following reconnaissance
programme,
1, Preliminary reconnaissances of the major alternative to
Ramadan via Shirn Valley minor alternative to Germanshah via
fcinkan Valley.
2. Detailed surveys required to compile paper alignments
for. (a), the Darband Gorge high level alternative (b), the
more difficult sections of the Gamasiab river ivermanshah
to Hamadan (c), the Gardcn-I-Zugeoeh Pass (d), the more
difficult sections of the route selected by reconnaissance
party 1, as most promising. This is considered minimum
enable reliable comparative report to be prepared on all
routes Khanikin to Ramadan with estimate for cost of
detailed survey of the best. It is estimated that this
programme will*'take 7 months (?) field and 4 months office
work and will cost rupees Indian silver coin also widely used in the Persian Gulf. 446,500, of which main items are^
transport 162,300 payment of staff rupees Indian silver coin also widely used in the Persian Gulf. 126,500 including
special terms proposed rations 138600. Terms of payment
of officers and others will be settled with India, Mi litary
escorts or other expenses due to special military situation
if anv are not included. Early sanction is desirable 11
full advantage to be taken of fine season. Heport on work
done up to date sent you by railways on March 12th.
Lieut, Colonel Sutherland who wa s invalided to Eng-and
on Feb. 2ord could give useful information.
