General Gobbe and visiting ?Mosul I emphasised the importance

plate-laying. My X.7049 June 1st gave resume of events in
Kurdistan emphasised necessity of railway extension. My
X.7141 (?)June 21st reported action. I re 0 ard such lines
as Dhibban and extension beyond Baiji as merely the rolling up
and down of a stair£ carpet com ittung us to no permanent
economic or international policy, and my action has been that
necessary maintenance of my responsibilities at Mosul to
suppress the Kurdistan rising save any lorries and European est
ablishment from breakdown and send Indians as much transport
as possible,
I am stopping platelaying at miles 32 according to orders
in your telegram under reply. This is ?disastrous owing to
lorry position and I solicit Cloar Line orders to continue lino
to Sherd viz. miles 40 plus 6 miles to water while you are
•onsidering policy recommended in X.7141 June 21st of going ©n
to the dead end at Qaiyara.
Please also realize that this is only way of helping Mosul
situation before next rainy season. Sherd haiyara could (2 grps
undec.). I review railway situation in view:;of much cross
tele^raphinn*. Am rolling up Basrah Amarah line required
