The non-conversion of the Hillah Baghdad line means transhipment at
Hillah v;ith constant expense of labour 6c increased running expenses
£: equipment mile to convert the portion v/ould cost very little.
Presume you have fully considered this point. With regard to economy
I find that the estimate of 374
lakhs
One lakh is equal to one hundred thousand rupees
given in G.H.Q. letter No.
Q,.2684/42 cf May 2nd 1919 is considerably below actual expenditure
that will be incurred if programme outlined in Director of Railways
No.C.385/136 of January 1st is carried out difference chiefly due to
labour situation in India compelling us to retain labour here bet.,
for estimated work of the year 6c for emergencies. Total expenditure
therefore apart from Shergat 6-: Kerkouk lines would be (? ) 448
lakhs
One lakh is equal to one hundred thousand rupees
.
Thc curtailing of work n@t immediately necessary will save 40
lakhs
One lakh is equal to one hundred thousand rupees
by
(?) halving staff, most materials being already in the country, with
the result however that the future economic administratioeas of railway
will be prejudiced 6: retarded. Presume you hav* Gon. Lubbock
who will be fcfble to explain this point more fully. I strongly
recommend the programme explained in last par^gra^h of my X.7197 of
j.^ T:r be approved. The extension to Kerkouk will cost l^kns
vide my X.7215 and the urgent line to hifri 20 lakns.
