This part of the volume consists of copies of enclosures to a despatch from the Government of Bombay From c. 1668-1858, the East India Company’s administration in the city of Bombay [Mumbai] and western India. From 1858-1947, a subdivision of the British Raj. It was responsible for British relations with the Gulf and Red Sea regions. Secret Department to the Secret Committee Pre-1784, the Committee responsible for protecting East India Company shipping. Post-1784, its main role was to transmit communications between the Board of Control and the Company's Indian governments on matters requiring secrecy. , Number 40 of 1854, dated 19 June 1854. The enclosures are numbered 3-4 and are dated 10 April to 16 June 1854.

Enclosure No. 3 is a letter dated 10 April 1854, from Vice Consul and Company Agent at Judda [Jeddah] Charles Cole, concerning events at Mussawa [Massawa, Eritrea, also spelled Massowah in the correspondence] and Edd, involving the Commander of the French war steamer Caiman .

Enclosure No. 4 is a copy of a resolution by the Board of Control Formally known as the Board of Commissioners for the Affairs of India, it was established by an Act of Parliament in 1784 to supervise the activities of the East India Company. dated 16 June 1854, forwarding a copy of a letter from the French Minister of Marine (not included), declaring that he has not issued any orders for the formation of a French establishment in the Red Sea.
