Department India would no loncer be responsible fer recruiting
technical personnel, except for military formations, their
responsibility for military formations, end that remaining quos
civil ’Indians such as railways and ports would be recruited by
Civil Administration Afioncy as these units were shortly to be
transferred to civil ’employees (January 1920).
(3) It was pointed out by Civil Administration that
railways needed special consideration and that, pending definii
orders fran His Majesty's Government (1 group unciec.) n.s
