I have the honor to enclose copies of a correspondence* which I have
had with Her Majesty’s Resident at Bnshire and the
* Eight enciosuies. Persian Minister for Poreign Affairs, respecting the
restriction imposed by the Persian Government on the storing of grain and
provisions imported by foreign merchants.

From —Colonel Felly, Bushhe.
To—M r. Alison.
Youn telegrams of 9th and 11th. Merchants ask if grain and provisions
imported are forbidden to be stored. Such measure could only increase scarcity
and render more widely fatal the famine which has continuously increased here
since date of my reports to you of June 1870.
Dated the 22nd July 1871.
Memo, from —Mirza J. Ibrahim.
To—Her Britannic Majesty's Minister at Teheran.
The Minister for Poreign Affairs says that all kind of grain and provisions
must not be stored. If imported grain and provisions are to be stored, endless
difficulties and many conflicting reports will take place. But His Excellency
observed, out of consideration to Your Excellency and to facilitate matters, let
all kind of grain and provisions be imported and disposed a week after their
having been landed.”

Minister for Poreign Affairs says that prohibition to store is applicable
also to all kind of grain and provisions, but I am discussing the point.

I WILL postpone communicating your telegram of to-day pending further
auctions from you, as, in my opinion the prohibition to store imported gram
l provisions is nearly equivalent to forbidding importation itself, and this into
ountry which is being depopulated by famine.
