YOUR telegram No. 57 of 5th July.
You are authorized to propose to United States' Government provisional line for
Alaska boundary described in Lord Minto’s telegram of 4th July, and if it is objected
to on the same ground as the former proposal, you should ask them to indicate on the
map where the United States’ Settlements are, and to indicate by tracing on the map
how they would propose to draw the provisional line so as to have such Settlements
within American jurisdiction pending a final settlement.

Grain embargo should no doubt now be removed. I will try again, but local
authorities are interested in maintaining embargo, which is source of illicit gain to
them, and Sadr Azam is afraid to interfere, as it will arouse opposition. He is too
weak to run risks.

YOUR telegram No. 43 : Mining Concessions.
Imperial Bank of Persia maintain that any such Concessions granted before
September next are contrary to plain wording of Article 11 of their Concession, and,
moreover, that inasmuch as the operations of the Mining Corporation were suspended
by fault of Persian officials, their rights continue, notwithstanding that suspension ;
but they do not wish to raise unnecessary controversies, and, on our advice, it would
refrain from opposing grant of Mining Concessions to Russians in the northern portion
of Persia, where Russian financiers can, no doubt, work with greater advantages,
provided the Bank can be assured that Persian Government will maintain its privileges
We would he willing that there should he an understanding to this effect which
might relieve the Persian Government from much embarrassment and controversy,
but we do not wish, from motives of friendliness to Persia, to make the matter one of
bargain directly between ourselves and Russia. It is an arrangement which the
Persian Government should make with the Bank of its own wish, thougli with the
knowledge of the two Governments.
You can speak to the Sadr Azam in this sense, but in the form of suggestion, and
avoiding any appearance of a desire to dictate.
