honour to enclose a copy, with enclosures, of a letter from His Excellency
the Naval Commander-in-Chief, dated IHh May, No. 1462-X. B., regarding

I have the honour to submit the following remarks with reference to the
attached correspondence.
In the following recommendations which are, in my opinion, the
minimum that should be eventually arrived at in order to bring the lighting
of the
Persian Gulf

up to the standard of other much frequented waterways,
the lights are divided into three classes, designated “ A ”, “ B ” and “ C ”.
An “ A ” light denotes a Group Plashing, or Occulting light of 100,000 to
200,000 candle power, and at sufficient elevation to be visible at least 20 miles.
A “ B ” light denotes a Plashing or Occulting 4th or 5 th order light, at
Sufficient elevation to be visible at least 12 miles.
A “ C ” light denotes a low power harbour light visible about 5 miles.
The scheme, if carried out in toto, would probably involve a programme
extending over a number of years, and similar in many ways to the lighting
of the coast of Korea which was Undertaken by Japan after the Busso-
Japanese war. Since 1905 Japan has been establishing lights on the Korean
coast at the rate of one a month, and it is now one of the best lit coasts in the
world and might well serve as a model for any future undertaking of this kind.
On the attached will be found a tabulated scheme of the proposed system
of lights, those of such special importance as to merit priority being printed
in italics.
Enclosed are tracings from charts 2837a and 2837b showing the arrange
ment of lights and buoys recommended.
