Memorandum.

Legation and in reply to the latter's memorandum ITo.641, dated

aoout the invasion ol‘ southern Tran by sea locusts have the
nonour to state that: according to inxorraation received from
the Imperial authorities concerned on the 22nd ? iordad 1320
x loth August 1941; the lirat small batches oi’ sea locusts enter
ed Iran from British Baluchistan and later, on five occasions
large batches of others invaded successively the Iranian terri
tory (Muicran) from British Baluchistan and India on 7th and 12th
:!ehr (29th September and 4th. October), 3th and 17th Aban (30th
October and 8th Doveraber; and 7th Azer 1320 (28th November;
and emigrated to the west. Xn addition other batches entered
ran front Oman, the area covered by one of the batches being
C kilometres by 10 Ikilometreo in Laristan. Since 7th Azar
;28th November 1941) no reports have been received concerning
the appearance and invasion of locusts from British Baluchistan
to Iran. The locusts which have already come to Iran have
flown to the west and at present there are no locusts in ukran.

inab t udan, Hudbar, iandar Lingeh, Laris tan ‘grid Ahonj. The
locusts are performing small local flights in day time and pass
the nights on bushes and forest trees feeding on leaves and"
bushes. According to the sample received the colour of the
locust is red; and it is presumed that within nearly a month
they will change colour in southern Iran and begin to la$i eggs.
Tn view of the importance of locusts the southern
parts of Iran have been divided into big locust areas, and each
area has.been put under the supervision of a technical expert
with a.large personnel to fight the locusts: and so far all the
poir,„ns, sodium arsenate and laris green, produced by the araj

sadfcy credit has also been provided to purchase barley and ch.vff
find ample quantities of other material such as movea'bie walls
tents, skin water bottles etc. Necessary steps have been taken
by the officials fighting locusts in order to fight and annihi
late the pest by various means namely by sprinkling noison, by
gathering and by burning them. Moreover the Ministry of Bgricul
tiire has taken steps through the ’in of Finance to purchase ani
transport at once 200 tons of Sodium Bilicofluoride fro- the
ritish Govt, 50 tons of sodium arsenate from the U. i s ? and
1000 tons of chaff from uidia.
As the question of fighting the locusts is an impor
tant one and necessitates having the means of fighting, the Im
perial ££. F. A. request that tne Legation may ensure that the
Govt of India may take immediate steps to deliver the noison
and chaff.

The file contains correspondence relating to the organization of anti-locust controls in India, East Africa and the Middle East, especially Persia [Iran], where international conferences of locust experts were held. Support for scientific research and international cooperation between the Government of India, the British Government and the Government of the Soviet Union are also discussed. Included in the correspondence are the minutes and reports of the Interdepartmental Committee on Locust Control, which was run by the Colonial Office Research Department in London. There are also field and conference reports by prominent entomologists Dr Taskhir Ahmad of the Imperial Agricultural Research Institute, New Delhi and Dr Boris Petrovich of the Anti-Locust Centre at the Imperial Institute of Entomology, London.

In addition, there is routine correspondence between officials about equipment, supplies and locust forecasts by geographical area. The main correspondents are: the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , the Colonial Office, the Agricultural Department and the External Affairs Department of the Government of India.
