With reference to your despatch No. 100 of
the 13th November, 1944 relative to the 7th
Conference of the Afghan-Soviet Anti-Locust and
Anti-Pest Commission, I have to inform you that
the following resolution dealing with internation
al co-operation in- campaigns against the Desert
Locust was adopted by a conference recently
convened at Cairo by the Government of Egypt in
conjunction with the Middle East Supply Centre
and attended by technical representatives of
the Governments of Egypt, India, Iran, Iraq,
Lebanon, Palestine, Saudi Arabia, Syria,
Trans-Jordan, Tripolitania and Cyrenaica,
Turkey, the U. S. S. R. and the United Kingdom:-
’’The Conference being impressed by the
benefits of international co-operation
during the war period considers it essential
that steps should be taken at an early date
to prepare a practical scheme for establish
ing a permanent international organisation
for the prevention of outbreaks of the
Desert Locust'’.
2. It has been apparent to His Majesty’s
Government in the United Kingdom for some time
that the comparative degree of success obtained
by present arrangements for the co-ordination
of campaigns against the Desert Locust in the
Middle East and Eastern Africa points the way
to the establishment on a permanent basis of
some international scheme for the purpose. .-*t

The file contains correspondence relating to the organization of anti-locust controls in India, East Africa and the Middle East, especially Persia [Iran], where international conferences of locust experts were held. Support for scientific research and international cooperation between the Government of India, the British Government and the Government of the Soviet Union are also discussed. Included in the correspondence are the minutes and reports of the Interdepartmental Committee on Locust Control, which was run by the Colonial Office Research Department in London. There are also field and conference reports by prominent entomologists Dr Taskhir Ahmad of the Imperial Agricultural Research Institute, New Delhi and Dr Boris Petrovich of the Anti-Locust Centre at the Imperial Institute of Entomology, London.
In addition, there is routine correspondence between officials about equipment, supplies and locust forecasts by geographical area. The main correspondents are: the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , the Colonial Office, the Agricultural Department and the External Affairs Department of the Government of India.
