to contemplate a continuance in peace-time conditions
of the expenditure on anti—locust work at present borne
by His Majesty's Exchequer. They are in general agree
ment with the terms of the resolution.
3« I am accordingly to enclose a copy of a revised
draft scheme for the establishment of a permanent
international organisation for the prevention of out
breaks of the desert locust in accordance with the terms
of the above resolution drawn up by the Interdepartmental
Committee on Locust Control in London,
4. I am to point out that the estimates submitted with
the draft scheme cure only of a tentative nature for the
purpose of indicating broadly the measure of expenditure.
In so far, however, as the scheme is based on the prevention
of outbreaks of the desert locust and not, as hitherto,
in dealing with locust outbreaks after they have taken place,
it represents a considerable saving of expenditure.
5* The Government of India will observe that their object-
iensto the former scheme put forward in Sir P.M.' Kharegat’s
letter under reference have been largely met. They may
however feel that the revised scheme could still with
advantage be somewhat clarified in certain respects. There
is reason to suppose that a redraft of para. 3 (c) on the
following lines would probably be acceptable to His Majesty’s
Government.
"3(c) To afford facilities such as are enjoyed by its
own officials to any Agents of the International
Service, whose names may have been communicated to it
as having been selected for carrying out within its
own territories of any plan roccmmended by the
International Board and in which it has itself fully
concurred and to accord them concessions with regard
to Customs and Passport Formalities".

Support for scientific research and international cooperation between the Government of India, the British Government and the Government of the Soviet Union are also discussed. Included in the correspondence are the minutes and reports of the Interdepartmental Committee on Locust Control, which was run by the Colonial Office Research Department in London. There are also field and conference reports by prominent entomologists Dr Taskhir Ahmad of the Imperial Agricultural Research Institute, New Delhi and Dr Boris Petrovich of the Anti-Locust Centre at the Imperial Institute of Entomology, London.
In addition, there is routine correspondence between officials about equipment, supplies and locust forecasts by geographical area. The main correspondents are: the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , the Colonial Office, the Agricultural Department and the External Affairs Department of the Government of India.
