The Saudi Arabian Ministry of Foreign Affairs present
their compliments to His Majesty’s Legation at Jedda and,
with reference to Ihe Legation’s Note No. 64 (700/655/2)
dated March 17th., 1945, state the following:-
!• The Saudi Arabian Government agree to send a repres
entative to participate in the conference and to explain
the observations of the Saudi Arab Government.
2. In view of the heavy expenditure which the Saudi
.' Arabian Governmsnt incur in combating the locust they are
unable to contribute to the expenses required by the proposal.
3. In view of the fact that the locusts appearing in the
Saudi Arabian Kingdom may endanger the neighbouring territor
ies, and as the income and means of the Saudi Arabian Govern
ment would be inadequate to meet the combat of this menace,
the interested parties participating in the conference should
co-operate with the Saudi Government.
4. The Saudi Arabian Government are themselves, through
their officials, prepared to take the necessary steps to
combat the locust and are also prepared to appoint staff
chosen from those who have already been trained and from
those who may be trained in the future in the technicalities
of locust combat at such places as may be appointed for their
training.
5. The Saudi Arabian Government request that they may be
supplied with cars and equipment and that expenses may be
allotted in proportion to those of the British Locust Missions
in the Saudi Arabian Kingdom; they will then undertake the
necessary work to combat the locust, spending the amount
allotted for this purpose and in addition any amount which
they may find necessary.
6. The Saudi Arabian Government may permit the establish
ment of an office to be composed of two or three experts
appointed by the conference and who will stay at Jedda, so that
they may be in touch With the Government*slocust missions with
a view to maintaining the co-operation which may be required
in this connexion.

The file contains correspondence relating to the organization of anti-locust controls in India, East Africa and the Middle East, especially Persia [Iran], where international conferences of locust experts were held. Support for scientific research and international cooperation between the Government of India, the British Government and the Government of the Soviet Union are also discussed. Included in the correspondence are the minutes and reports of the Interdepartmental Committee on Locust Control, which was run by the Colonial Office Research Department in London. There are also field and conference reports by prominent entomologists Dr Taskhir Ahmad of the Imperial Agricultural Research Institute, New Delhi and Dr Boris Petrovich of the Anti-Locust Centre at the Imperial Institute of Entomology, London.

In addition, there is routine correspondence between officials about equipment, supplies and locust forecasts by geographical area. The main correspondents are: the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , the Colonial Office, the Agricultural Department and the External Affairs Department of the Government of India.
