Follov/ing from Sir He Vansittart.
If no satisfactory agreement can be reached between
Iraqi Government and Syrian authorities for settlement of
emigrant Assyrians in Syria together 'with their vaves and
children, and if King Feisal decides to restore unccnditiona
freedom of movement to the Mar Shimun, I realise that it vir
he necessary for the Iraqi Government to save their fa-ce if
they are to re-admit emigrant Assyrian men without giving
impression that they have yielded, as regards release of
Mar Shimun, to a successful demonstration.
It occurs to me therefore that now that Assyrians have
in fact been disarmed by French, solution might be found if
they were to be allowed to return unarmed on the clear under*-
standing that, provided they take oath of allegiance to
King Feisal and conduct themselves satisfactorily meanwhile,
their arms will be returned to them by a fixed da-ue in the
autumn. This would be a two or three months’ punishment
a*id would save the Iraqi face. It would mean that Iraqi
Government would in principle not have departed from the
policy, to which they are committed, of not disarming any

The papers document the negotiations between Mar Shimun XXIII Eshai – the Patriarch of the Church of the East – and the Government of Iraq, regarding: the spiritual and temporal authority claimed by the Mar Shimun; the Assyrian Settlement Scheme; areas designated for settlement; and clashes between Assyrians, Iraqis and Kurds.
Ogilvie-Forbes and Humphrys reported on the movement of Assyrians into Syria, requests to the Syrian and French authorities that they be allowed to remain, proposals to disarm the group, and clashes with Iraqi troops when numbers of Assyrians returned to Iraq. The file concludes with reports on the Simele Massacre, arrangements for the arrival of Mar Shimun and his family in Cyprus, the work of the Refugee Relief Commission in Mosul and Dohuk, and the establishment by the League of Nations of a Small Minorities Commission to investigate the crisis.
