translation of a letter which I addressed to His Excellency Shaukat-ul-Mulk,
Birjand, on the 17th January 1916.
Translation of a letter, dated the 17th January 1916, from His Britannic Majesty’s
Consul, Sistan and Kain, to His Excellency Amir Bhaukat-ul-Mulk, Governor of
Kainat and Sistan, Birjand.
After compliments .—I beg to inform you that on the 31st December His Britan
nic Majesty’s Minister wired to me as follows:—
“ Russian Minister wishes to see Shaukat-ul-Mulk replaced by Hisam-ud-
Daulah. Please give me your views as to the advisability of the
change.”
I replied on January 4th as follows :—•
“ There is not much advantage in reappointing Hisam-ud-Daulah except
that he is closely related to Baluchis and has influence in Sarhad.
I think that Shaukat-ul-Mulk should be given one more chance of proving
his loyalty and obedience to the Persian Government under the new
regime. His attitude hitherto has been that, knowing the instability
of the Cabinet and his own comparative powerlessness, he dared not
make the Germans his enemies so long as he was not sure that they
would not eventually gain the upper hand. I think that most other
Governors (including Kerman) have followed the same policy, and we
should not blame them for it.”
His Majesty’s Minister replied to me on 14th January, and I enclose a transla
tion of his telegram.
Your Excellency will see that like Mr. Howson and Mr. New, I am and have
always been your sincere friend, though I have not approved of your lack of
gratitude for the favours which the British authorities conferred on you two years
ago.
It now remains for you to decide whether you will imitate His Imperial
Majesty the Shah in combining your fortunes definitely with those of the British
and Russian Governments, or whether you will retire from the Governorship out
of fear of the Germans. You have only a few days in which to decide, as. it. is
necessary that you should give His Britannic Majesty’s Minister some convincing
proof of your sincerity. I think that you should send away your three military
Commanders, Colonel Ali Naki Khan, Basir-i-Nizam* and Muhammad Taki Miraz.
The first because he is pro-German and has some capability, the other two because
they are pro-Germans and have also no value to our side on account of their military
incapacity.

*Note .—This officer was visited last summer in Birjand by a relative from Tabas, who was suspected
of being in German employ.

The volume contains correspondence regarding the Persian Campaign of the First World War and the movements and activities of the Central Powers in Persia [Iran] between November 1915 and April 1916. The correspondence is particularly concerned with German and Ottoman attempts to infiltrate Afghanistan from Persia, and of ensuring the continued neutrality of both Afghanistan and Persia.

The primary correspondents are the British Legation, Tehran; the British Consulate, Seistan and Kain; and the Government of India.

The volume contains a single folio in French (f 164), a communication from the National Committee for the Protection of the Independence of Persia.

The volume includes a divider which gives the subject number, the year the subject file was opened, the subject heading, and a list of correspondence references by year. This is placed at the back of the correspondence.

The papers are arranged in approximate chronological order from the rear to the front of the volume. The subject 3443 (German War/Persia) consists of six volumes, IOR/L/PS/10/472-477. The volumes are divided into six parts, with each part comprising one volume.
