^iven, it seems very doubtful whether it is worth
while to put the Board of Trade to the trouble (
whic/iwoul d probably be consi derable?) of providing
returns licences for other countries than India;
and, if anythin# of the sort is arranged, it would
perhaps be desirable to specify the destinations
to be included somewhat more precisely than is
