ARTICLE XXXII.
Authority to ily the flag of one of the said Powers shall in future only he
such natiye vessels as shall satisfy all the three following conditions: —
1. Their fitters-out or owners must he either subjects of or persons protected b
Power whose flag they claim to fly.
. 2 . They must furnish proof that they possess real estate situated in the district of r
authority to whom their application is addressed, or supply a solvent security as a ran
for any fines to which they may eventually become liable.
3. Such fitters out or owners, as well as the Captain of the vessel, must furnish
that they enjoy a good reputation, and especially that thay have never been condemned 13
acts of Slave Trade.
ARTICLE XXXIII
The authorization, when granted, shall be renewed every year. It can at any timeh
suspended or withdrawn by the authorities of the Power whose colours the vessel flies.

ARTICLE XXXIV.
The deed of authorization shall bear the indications necessary to establish the identitj
the vessel. The Captain shall have the custody of it. The name of the native vessel and tt:
indication of its tonnage shall be inlaid and painted in Latin characters on the stern;
initial or initials of the name of the port of registry, as well as the registration No. in
series of numbers of that port, shall be printed in black on the sails.
ARTICLE XLI.
As regards the authorization to fly the flag:-
(a.) The name, tonnage, rig, and principal dimensions of the vessel;
(b.) The register number and the signal letter of the port of registry;

(c.) The date of obtaining the license, and the office held by the person
issued it.
