The Council considers that the best method of giving effect to
the Resolution of the A»e««bly # so far as concerns the ^ovsrnwents
of Utates Members of the league who have not signed or adhered to
the Convention* is to bring it to the notice oi such Governments*
urging their adhesion at the earliest possible date i nd suggesting
that* should any Cove naent consider it necessary* its adhesion
night be aceoapanied by the reserve that it should not take effect
until other ewers h vs also retiiiod*
