Sir,
With reference to your letter hfc'thil 3rd! instant
relative to the application of the'convention of St. *
lerjnain relating to the ams traffic, I avi directed by
the Marquess Gurzon of Kedleston t 0 inform you that so
far as is known to His Majesty's Government^, the attempt
to apply the convention to the prohioited areas mentj.oned
in article 6 has been in the main, successful, and the
supply of arms from outside sources to the areas in which
they are most .likely to be misused has been reduced. It
is realised that the application of the convention, as a
whole, is impossible unless it is adopted by all the
principal powers, including the United States, and for
this reason His Majesty's Government have not attempted
to apply the convention to areas outside the prohibited
zones. If the convention should be ratified at a later
date, the advice of your association as to its applica
tion would, of course, be appreciated.
2. A further letter will be addressed to you with
regard to special licences for arms and ammunition in
transit through the Suez Canal.
