Note explaining the object of
the British draft Article 10 of the Draft
Revised Arms Traffic Convention.
Article 9 of the draft put forward by the
Temporary Mixed Commission contemplates that an effective
restraint will be exercised on the disposal of arms
brought into the "prohJlted zones*, by the requirement
(explained in Articles 10 and 11) that arms can only be
imported at certain ports, at which a warehouse (such
as was established by British action at Muscat in 1913)
will exist in which imported arms will be deposited
and from which they can only be withdrawn under the
supervision of duly authorized officials of the State,
Colony, Protectorate or territory-under-mandate
concerned in each case.

This system of warehouses would no doubt be
quite effectual if all the territories in the prohibited
zone were either (i) independent states, members of
the League of Nations or adhering, or likely to adhere,
to, and act in accordance with, the Arms Traffic
Convention, or (ii) a colony or protectorate of a
European Power or mandated to a European Power, signatory
of the Convention. But this is not the case: quite
half of the littoral of the Red Sea and Persian Bulf
(in which parts of the "prohibited zones" India is most
interested) is the Territory of petty independent
chieftains who, if not prevented, are predisposed to
seek the financial benefits to be derived from arme
traffic
