Highness that His Majesty's Government, after careful consideration of the facts
and of the views put forward by Your Highness and on your behalf in the post
have reached the same conclusion. That being so, I regret that I am unable to
adopt tne principle which you recommend.
3. On the other hand, I would point out to Your Highness that the draft
Agreement which I presented to you recently goes far towards meeting your own
views m the matter, and that in drafting it I have endeavoured as far as possible
to reconcile conflicting opinions. It is based on what, in the view of His Majesty’s
Government, is just and fair to ’Iraq and Nejd and to the tribes concerned; and
I feel sure that, provided it is loyally carried out, peace and stability on the bor
er ought to prevail, and that any disputes arising from the aggressions of tribes,
even in such complicated instances as those mentioned by Your Highness, will
be capable of settlement without real difficulty by the two Governments of ’Iraq
and Nejd acting in sincere co-operation.
4. With regard to Your Highness’ misgivings as to the efficacy of an agree
ment such as I have proposed, I rely with full confidence on Your Highness’ re
peated assurances of good-will and sincere desire for peace and order on the fron
tier.

I have the honour to recall that in one of our recent conversations I spoke to
°ur Highness about the necessity of settling the question of loot and losses re
sulting from past raids by tribes from ’Iraq and Nejd, and we agreed that it would
e necessary to lay down general principles and formulate a procedure for the
B atisfactory settlement of this question.
2. In accordance with our agreement, Taufiq Bey Suwaidi, the ’Iraq repre-
entative, has discussed the question with Sheikh Hafiz and Sheikh \usuf, and
, ^ ave come to a preliminary agreement on the subject. I have the honour,
crefore, to request that Your Highness may, if you see fit, signify to me your
°ncurrence in the following proposals :—
^ a ) That the Uqair Conference should be taken as the starting point for
reckoning the losses claimed respectively by ’Iraq and Nejd on ac
count of the raids which have taken place between that Conference

The part contains two copies of proofs for the following revised narratives: Treaties and Engagements Relating to the Arab Principalities in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. (ff 305-328 and ff 617-640) and Treaties and Engagements Relating to Oman (Muscat) (ff 406-422 and ff 641-657). Also included are copies of related treaties, agreements, and correspondence for the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. (ff 329-405 and ff 540-616) and Oman sections (ff 423-477 and ff 485-539), which cover the periods 1806-1927 and 1798-1928 respectively.

The proofs are accompanied by interdepartmental correspondence discussing the contents of the narratives, and the possibility of amendments and additions being made, such as for the parts entitled 'The Wahabis and Nejd' and 'Kuwait' in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. section. In addition, the correspondence discusses the question of whether to include recently concluded agreements with Mohammerah [Khorramshahr] and Kuwait in the Persian Gulf The historical term used to describe the body of water between the Arabian Peninsula and Iran. section. Also included is a list of anomalies and misprints that have been identified in the proofs.

The main correspondents are as follows: the Foreign Secretary to the Government of India; officials of the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , Foreign Office, Colonial Office, and the Government of India's Foreign and Political Department.

The French language material consists of a small amount of the aforementioned treaties and agreements.
