Dear Baxter,
The Governrient of India sent us
home a first proof of the Persian
Narrative and Treaties to be included
in the revised edition of Aitchison's
Treaties which they are now preparing,
so long ago as February 1929. ? r e
thought at the time, however, that as
there seemed a good prospect of our
concluding a new General and
Commercial Treaty with Persia, and as
the French text of the Tariff Autonomy
Treaty of 1928 was not yet finally
agreed, it would be better to postpone^
action on the proof until the
situation was clearer. We explained
the position to the Government of
India, and asked them in the meantime
to bring their first proof up to date
' in certain respects. Tuis they have

and I enclose copy oi the revised
proof.
