maintenance incurred by the Indo-European Telegraph Department up
to the 31st March 1923, in twenty-one yearly instalments, and to settle
annually half the cost of the annual maintenance charges subsequent
to the 31st March 1923. The first instalment was settled through the
annual account for 1923-24. The Indo-European Telegraph Depart-
* ment will continue to control the line until the debt is liquidated.
Tehran-Khanikin Line. In 1906 an Agreement* was concluded
between the Indo-European Telegraph Company and the Persian Gov
ernment, under which the Company was allowed to make an arrangement
with the British Government for taking over the Tehran-Khanikin tele
graph line which formed the subject of the Convention of 1805 (No.
XXVIII) between the British and Persian Governments. The position
of the Indo-European Telegraph Department with regard to the section
of line from Tehran to Khanikin is also defined in Article 10 of the
Convention of 1872 (No. XXX) between the British and Persian
Governments.
In 1900 another Agreementt was concluded between the Indo-Euro
pean Telegraph Company and the Persian Government, whereby the
concession held by the Company was prolonged for twenty years from
the 1st February 1925. When this agreement was made, the Company
advanced the Persian Government £40,000, repayable in instalments
with interest. A clause in the agreement provided that, in the event
of the Persian Government not settling up certain accounts with the
Company within a prescribed time, the Company would have the right
to collect telegram charges direct from the public. By the Persian
Government’s failure to settle accounts regularly, this right was acquired
by the Company in 1911.
The total debt of the Persian Government to the Indo-European
Telegraph Company was liquidated in 1925.
Tehran-Khanikin, Khaf-Sistan and Tehran-Meshed Lines. In 1907
two Agreements (Nos. XXXIV and XXXV) regarding telegraph lines
in Persia were concluded between the British and Russian Governments.
By the first of these the rights of the British Government over the
Tehran-Khanikin telegraph line were ceded to the Russian Government:
and the second laid down rules regarding Russian and British control
over the section* of line from Khaf to Sistan and from Tehran to Meshed.
[Up to the end of 1926 neither of the arrangements provided for had
been given effect to. The Indo-European Telegraph Department has
handed over to the Persian Government the Tehran-Meshed line; and
the Russian Government has relinquished its control over the section of
line from Meshed to Sistan, which was handed over to the Persian
Government in 1924.

This part relates to the Government of India's decision to issue a revised edition of Aitchison's Treaties (full title: A Collection of Treaties, Engagements and Sanads Relating to India and Neighbouring Countries ), with revised narratives for each geographical area covered, incorporating the principal events that have occurred since the publication of the previous edition in 1909.

The part concerns the revised narrative for the section regarding Persia [Iran], Seistan [Sistan], Kerman and Persian Baluchistan, and includes extensive interdepartmental correspondence (most of which is dated 1929-1931) discussing the contents of the revised narrative, as well as the question of which treaties and agreements to include alongside it.

The correspondence goes on to cover the requirement for a fresh proof of the revised narrative, following the Government of India's decision (made in consultation with His Majesty's Government) to defer its publication, in order to include references not only to recent events but also to further developments that are expected in the near future.

Most of the part is made up of a copy of the second proof of the revised narrative (ff 24-41) together with copies of numerous related treaties, agreements and correspondence covering the period 1763-1928 (ff 42-216), of which a significant amount is written in French.

The main correspondents are the following: the Foreign Secretary to the Government of India; the British Legation, Tehran; officials of the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , Foreign Office, Colonial Office, and the Government of India's Foreign and Political Department.
