desires to consolidate the Turkish political position in these parts by obtaining
certificates from the Sheikhs and people for production at some future occasion to
impress the simple-minded.
8 From letters received from the Upper Aulaki Sultan, the Kadi Atik of
Behan, and the Kaiti Sultan, it appears that these tribes have entered into
a mutual agreement to stand by each other against their common enemies the I uik
and Zaidis who are fighting under Turkish otders. Each has confirmed the
agreement. It seems to me a very sound move as combined and properly
furnished with necessary war material they should render that side of our
Protectorate able to offer some resistance to attack.
The Zaidis may still possibly attempt to invade the Hadramaut, but their
future action will depend on the Imam s view of the Arab icvolt. If he remains
neutral, the Zaidis will probably remain in frhahara where they threaten the
Idrisi’s’flanks. If he goes in with the Turks they will probably attack both
Idrisi and Hadramaut.
9. I have already forwarded you Captain Turton’s full report on his mission
to the Idrisi and no further comment is necessary here. No further developments
have taken place, but the next few days should biing us some news of
developments.
10. Ahmed Sef, the Masabai Sheikh (Behan), reports that one of his tribe,
Alawi Ahmed by name, had gone to the Turks and had made an agreement and
received a flag. This flag he apparently hoisted on his return, as the Sheikh says
he shot it away and as a punishment turned the people out of nine villages.
Alawi Ahmed had to flee to llada.
11. Reports and letters generally show that there is a shortage of all sorts
of supplies in the Hinterland, perhaps more especially of clothing. There is no
question that certain commodities sent as cotton twist, iron, and pepper are badly
needed especially amongst the Zaidis. The more the pinch can be kept on for
the present the quicker the end is likely to be. The attempt to stop the main

coming into Aden has again failed and it has now resumed its former
proportion. The Turks have made, and are still making, efforts to stop the Maktari

and every few days I receive reports that the kat

has been cut off.
But on the whole the effort has failed.
12. The removal of the blockade on food stuffs so far as Jeddah and the ports
north are concerned has had little local effect. We are still keeping a strict
blockade south from Jeddah, with the one exception of Djezan, and must continue
to do so for some time yet. No

traffic is allowed anywhere along the coast up
from Aden to Jeddah and our exports from Aden are restricted to the little that
Cowasjee Dinshaw and Brothers’ boats can carry, and this amount is still further
restricted now by the wrecking of the Barawa ” near Suakin and the stranding
of the “ Tuna ” at Kismayu. Arrangements are being made for a ship to take the
cargo of the “ Firoozi ” to Jeddah.
