The result of this declaration was that after
considerable intrigues between the leading Egyptian
politicians and an unsuccessful attempt to form a Coalitifcn
Government representing all parties, a ministry was formed
under Adly Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. whih was received with the greatest
enthusiasm throughout the country.
Shortly after the formation of the Ministry
Zaghloul returned to Egypt. The Government were most
anxious to obtain his cooperation and negotiations tools:
place between him and Adly. A close approximation
to agreement between these two was reached, but negotiations
finally broke down on one point only, due to the inordinate
vanity almost megalomania of Zaghloul r who insisted on
holding himself both the Presidency The name given to each of the three divisions of the territory of the East India Company, and later the British Raj, on the Indian subcontinent. and the control of the
Egyptian Mission* Adly pointed out that as Prime Minister
of the country he could not serve on the delegation in a
subordinate position. The most important Ox Zaghloul s
own followers the members of the former iafd have deserted
him on the ground that his present attitude is unreasonable,
His language becomes more and more intemperate and it is
clear that he has lost ground among the more intelligent
classes in Egypt.
A delegation has now been appointed by the
Sultan under the Presidency The name given to each of the three divisions of the territory of the East India Company, and later the British Raj, on the Indian subcontinent. of Adly and will arrive in
England early in July. In the meantime Zaghloul and his
less responsible followers have devoted themselves to a
bitter campaign of agitation against the present Ministry
which culminated tov/ards the ena o_l May in violent
orders in Cairo, followed by riots in Alexandria which
rapidly turned into an attack on Europeans without
distinction

Much of the content of the file is in response to the findings and recommendations of the Mission and discusses the possibilities of a political settlement with Egypt.
