came over to London accompanied by his colleagues and
engaged in a series of conversations with the Mission

on a general scheme for establishing the future relations

unable to bring himself boldly to accept the project
and accordingly he sent four of his adherents to Egypt
with a view to ascertaining how public opinion in that
country would regard the scheme.c Proposals as to which
agreement had been reached were published by Zaghloul in
the English Press towards the end of August and his four
emissaries received an enthusiastic welcome in Egypt and

the proposals were generally very well received by prac
tically all sections of the people, notably by the
surviving elected members of the Legislative Assembly*
which had not met since the outbreak of the war. None
the less certain reserves were formulated by the members
of this last named body, and Zaghloul accompanied by his
colleagues returned to England in October and communicated
these reserves to Lord Milner who took note of them but
held out no hope of their being accepted by His Majesty’s
Government.
The conversations then came to an end and
Zaghloul returned to Paris whilst the Milner mission
conpleted their report which was laid before the Cabinet
in December.
